Fauquier County government has many advisory boards, commissions, and committees which provide opportunities for direct involvement in local government by residents of Fauquier County. The Board of Supervisors appoints citizens to fill vacancies on most advisory boards, commissions, and committees.
While some groups are prescribed by the Code of Virginia, many have been created and authorized through action by the Board of Supervisors. Many boards, commissions and committees are ongoing in nature, while some are temporary ad hoc committees created to accomplish specified tasks.
A portion of the advisory boards are comprised of appointees from each electoral district, requiring applicants to live in the district for which the advisory position exists. Additionally, many advisory boards are comprised of at-large seats, which have no residency requirements and may also require appointees to have specific areas of expertise and/or representation.

Freedom of Information Act and Conflict of Interests Act:
All boards, commissions, and committees are subject to the Virginia Freedom of Information Act (FOIA) and Conflicts of Interests Act (COIA), including electronic communication regarding public business. Chapter 37, Section 2.2-3702 of the Virginia FOIA provides that upon appointment or election, or reappointment or reelection, members of a public body shall be provided with a copy of the act.
Appointment Procedures:The Board of Supervisors follows its Bylaws and Rules of Procedure when making appointments.
Term Limitations:Many seats on boards, commissions and committees are for four-year terms that are concurrent with the Board of Supervisors’ terms. These appointee terms end when the Board of Supervisors leaves office, though appointees may continue to serve until they are replaced by the new Board. However, some boards, commissions and committees have appointees serving staggered terms; these are typically described in the bylaws of each group. A vacancy may be due to a term expiration or due to the resignation of an appointee.

Magisterial District refers to Fauquier County election districts, including the at-large, countywide district. How to Apply:
In order to obtain information concerning vacancies, please contact the Board of Supervisors, or the County Administration offices. To be considered for an appointment to a committee, please fill out this Application for Appointment to Committee and send it to the Board of Supervisors Office, 10 Hotel Street, Suite 208, Warrenton, VA 20186.
Processing of Applications:
Upon receipt of a committee application, the Clerk to the Board of Supervisors will send each applicant a personal letter of acknowledgement. Applications for district-specific vacancies are forwarded to the respective supervisor. Applications for at-large vacancies are forwarded to all Board members. Applications are retained in the Board of Supervisors office files along with recommendations and any other supporting documents.
Appointee Selection:Board members make their selections from interested applicants, in some cases after telephone or in-person interviews. Some at-large boards, commissions and committees may play a role in reviewing applications, forwarding appointee recommendations to the Board of Supervisors. A recommendation such as this must be accompanied by justification as to why a specific individual is being recommended over others who have expressed interest. These recommendations are advisory in nature - the Board of Supervisors appoints all individuals to boards, commissions and committees.
Nomination & Confirmation of Appointees:Information regarding vacancies is communicated to the Board through an Appointment agenda item as part of the regular business meeting packet. Information listed in that Appointment agenda item includes committee seats, vacancies, proposed nominations and confirmations and terms. Generally nominations and confirmations take place at the same Board of Supervisors business meeting.
Notification of Appointment:Following each Board business meeting, the Office of the Board of Supervisors will notify applicants of their appointment. The staff contact and/or agency representative will also receive notification of the appointment. Each appointee is provided with Section 6.4 of the Board of Supervisors bylaws pertaining to committee attendance and a copy of the Fauquier County Code of Ethics. Appointees will also receive a copy of the Virginia Conflict of Interests Act, and a copy of the Virginia Freedom of Information Act, as required by provisions of the Act.
Orientation of Appointees:The staff contact is responsible for notifying new appointees of the meeting schedule and location, as well as for providing training or orientation to the board, commission or committee.

Individuals applying for a board or commission should be aware, as expected in an open and democratic government, the activities of boards and commissions are subject to public and press scrutiny. Applicants who are selected to serve will be required to complete a financial disclosure statement as a condition of serving on the board or commission. Unless otherwise specified by law, most boards and commissions meet monthly. However, some boards may meet more or less frequently due to the responsibilities and functions of the board.

The Agricultural and Forestal District Advisory Committee is established pursuant to the Code of Virginia and is charged with providing advice and recommendations to the Board of Supervisors on the creation and renewal of Agricultural and Forestal Districts, the addition and withdrawal of parcels to Agricultural and Forestal Districts, and policies and procedures related to Agricultural and Forestal Districts.

The purpose of the Fauquier County Airport Committee is to serve as the management body for the Board of Supervisors and the County Administrator to oversee the operation of the Warrenton-Fauquier Airport.

The Board of Building Appeals was established pursuant to the Code of Virginia and is charged with hearing appeals of decisions made by the Building Official relative to the Virginia Uniform Statewide Building Code.
Board of Equalization is active during period of the General Reassessment of Real Estate in Fauquier County.

The Community Policy and Management Team (CPMT) manages the cooperative effort in the community to better serve the needs of troubled and at-risk youths and their families and to maximize the use of state and community resources. Every ten (10) years, Article 1, Section 2 of the United States Constitution mandates a count of all the people living in the United States and its territories. The 2020 Census will address every household in the nation with a simple questionnaire with the goal of counting everyone once, only once, and in the right place. Data obtained by the survey will provide statistical support for grant applications and help the community plan for future needs. The United States Census Bureau has encouraged all localities to appoint a local Complete Count Committee to bolster participation in the Census and on August 8, 2019, the Fauquier County Board of Supervisors adopted a Resolution appointing a local Complete Count Committee for the upcoming 2020 Census.
The Economic Development Authority of Fauquier County, Virginia (formerly known as the Industrial Development Authority) is authorized to approve tax-exempt bonds to finance the acquisition of land, building, and new capital equipment for certain businesses and nonprofit organizations located in the County. These Industrial Revenue Bonds are available to 501(c)(3) nonprofit organizations and manufacturing businesses that meet the qualifications and restrictions defined in the U.S. Tax Code.

The Finance Planning and Implementation Committee is a standing committee that consists of two members of the Board of Supervisors appointed by the Board on an annual basis. The Committee serves as the Board of Supervisors’ designee for oversight of general government capital projects exceeding $100,000 intended to improve or expand facilities, to include utility projects and grant-funded projects, such as the Airport. Scope excludes School projects and scheduled maintenance of major systems (HVAC, roofs, etc.).
The Finance Committee is a standing committee that consists of two members of the Board of Supervisors appointed by the Board on an annual basis. The Committee serves as the Board of Supervisors’ designee for oversight of Fauquier County’s finances, making recommendations to the Board on matters including but not limited to review of the County’s financial policies, long-term financing recommendations, proposed budget actions, and other matters related to the County’s current and anticipated fiscal condition.

Board members work with the Library Director and staff to study, evaluate, and develop and long-range plans.
A 14-member board manages the local affairs of Lord Fairfax Community College. Board members represent the following political subdivisions: Clarke, Fauquier, Frederick, Page, Rappahannock, Shenandoah, and Warren counties and the city of Winchester.

The Fauquier County Parks and Recreation Board is dedicated to the enhancement of the quality of life for all people in Fauquier County. The Board shall also provide for leisure recreation/education opportunities and facilities for all residents of Fauquier County, to pursue and be responsible for the preservation and beautification of natural and historical sites, and shall endeavor to insure the provision of these sites for the future.
The Personnel Committee is a standing committee that consists of two members of the Board of Supervisors appointed by the Board on an annual basis. The Committee serves as the Board of Supervisors’ designee for oversight of Fauquier County’s human resources, making recommendations to the Board on matters including review of the county's personnel policies; recruiting, selecting, and retaining quality employees; and administering a comprehensive human resources program that is consistent with federal, state, and local laws/regulations, and that meets the needs of the divisions and the citizens of Fauquier County.

The Planning Commission’s responsibilities include providing recommendations to the Board of Supervisors for special exceptions, rezoning, Comprehensive Plan amendments and on other related land development issues. The Planning Commission updates the Comprehensive Plan on a periodic basis, and prepares text amendment changes to the Zoning and Subdivision Ordinances upon its own initiative or Board of Supervisors direction.
The Public Safety Committee is a standing committee that consists of two members of the Board of Supervisors appointed by the Board on an annual basis. The mission of the Public Safety Committee is to review matters pertinent to the health, safety and welfare of the residents of Fauquier County and make recommendations to the full Board of Supervisors as to what actions should be undertaken.

Rappahannock-Rapidan Community Services is a regional service provider for local government created as a result of the acts of the Virginia General Assembly and the Federal Older Americans Act. The mission of the Community Services Board is to improve the quality of life of the citizens of Planning District 9 by providing comprehensive behavioral health, intellectual disability, substance use disorder, and aging services.

The mission of the Fauquier County Towing and Recovery Advisory Board is to protect the public by setting standards of qualifications, training, and experience for those who seek to represent themselves to the public as towing and recovery professionals, and to promote high standards of professional performance for those engaged in the practice of towing and recovery.
The purpose of the Town-County Liaison Committee is to provide a forum for representatives of local Towns and Fauquier County to discuss matters of mutual interest and concern, including but not limited to governmental services, transportation and land use planning.
The Transportation Committee serves as an advisory body to the Board of Supervisors and other County Boards and Commissions on all transportation related matters. The committee assists in prioritizing the County’s transportation needs and makes recommendations in conjunction with updates to the Virginia Department of Transportation (VDOT) Six-Year Plan for primary and secondary roads. The committee works to implement and further the County’s transportation element of the Comprehensive Plan. The committee works with the Public Safety Committee to make recommendations concerning public safety. The committee works to place the County’s transportation planning efforts within a regional context.
By deed between the Vint Hill Economic Development Authority and Vint Hill Village, LLC, dated November 3, 2016, a Community Enrichment Fund for Vint Hill was created for the purpose of enriching community development within Vint Hill. The purpose of the Committee is to oversee the expenditure of the funds in accordance with the terms of the deed. The Committee shall terminate upon expenditure of the funds of the Vint Hill Community Enrichment Fund, which shall be maintained by the Treasurer.
